STEM-UP PA is a regional program among teaching institutions in Central Pennsylvania and the Innovation Transfer Network. The program includes research on gender equity issues, programs in recruitment (hiring), retention (mentoring), and advancement (leadership and professional development), and an online community for networking. The program is based on proven best practices among leading institutions in areas of gender equity policy and program development, specifically in academic science, technology, engineering and mathematics (STEM) careers.

Dr. Kulturel's research interests are in modeling and optimization of complex systems

Dr. Kulturel's research interests are in modeling and optimization of complex systems and robustness under uncertainty. She uses exact solution methods such as mixed integer programming (MIP) as well as metaheuristic techniques such as Tabu Search, Genetic Algorithms, and Ant Colony Approaches with applications to facility layout, reliability, scheduling, etc. Dr. Kulturel's other research interests consist of women in Information Science and Engineering, and Teaching and Learning with Virtual Teams.
